When a lender and borrower modify a loan rather than replace it with a new one, or enter into a new loan pursuant to a loan modification program, its insurance continues without being cancelled assuming that the Company consent to the modification or new loan.

The borrower�� mortgage loan instrument requires the borrower to pay the mortgage insurance premium. There are several payment plans available to the borrower, or lender, as the case may be. Under the monthly premium plan, the borrower or lender pays it a monthly premium payment to provide only one month of coverage. Under the annual premium plan, an annual premium is paid to it in advance, and it earns and recognizes the premium over the next 12 months of coverage, with annual renewal premiums paid in advance thereafter and earned over the subsequent 12 months of coverage. Under the single premium plan, the borrower or lender pays it a single payment covering a specified term exceeding twelve months.

Pool insurance is used as an additional credit enhancement for certain secondary market mortgage transactions. Pool insurance covers the excess of the loss on a defaulted mortgage loan which exceeds the claim payment under the primary coverage, if primary insurance is required on that mortgage loan, as well as the total loss on a defaulted mortgage loan which did not require primary insurance. Pool insurance is used as an additional credit enhancement for certain secondary market mortgage transactions.     The Travelers Companies Inc. (NYSE: TRV) is expected to rise by only 7.6% to $77.26 in 2013. That would represent a 52-week high but this one also has a yield of 2.6%. We would note that the street high target is actually all the way up at $87.00 and shares are currently very close to all-time highs. This insurance provider and financial services giant is not tied into healthcare so it has been immune to some of the ongoing risks. Travelers held up rather well in the recession but many investors do not even know it i one of the 30 DJIA components.

    This insurer never ran into trouble like so many of its cohorts and yet somehow hasn't received the kudos its management deserves for steering the ship through the shoals of bad investments. Jay Fishman, the CEO, is easily the best executive in the insurance industry and Travelers will get its due in 2011, which will make it so that its 12% return in 2010 will seem quite small. I think it can trade to $68 and not be expensive, particularly when people begin to give the well-run insurers a nice premium to the ne'er-do-wells.

    Although I have not shed my long-standing contention that Yamana Gold offers one of the more deeply discounted vehicles for long-term gold exposure, lately my outlook for IAMGOLD has turned particularly bullish. With a looming spin-off of a 10% to 20% stake in the company's reliably profitable Niobec niobium mine, and the recent sale of its interest in a pair of high-cost gold operations in Ghana for $667 million, IAMGOLD finds itself in terrific financial shape to execute an aggressive $1.2 billion expansion imitative at existing operations.

    Considering the $1.6 billion net asset value (after tax) that IAMGOLD recently assessed for the Niobec mine alone, and a presumed hoard of more than $1.2 billion (in cash, cash equivalents, and gold bullion held for investment), at a market capitalization of $6.9 billion I find extreme comfort in the market's resulting valuation for IAMGOLD's 15.2 million ounces of attributable gold reserves.

In addition to cities and ports, BNSF efficiently serves many smaller markets by working closely with approximately 200 shortline partners. BNSF has also entered into marketing agreements with other rail carriers, expanding the marketing reach for each railroad and their customers.

Utilities and Energy Businesses

MidAmerican�� businesses are managed as separate operating units. MidAmerican�� domestic regulated energy interests are comprised of two regulated utility companies serving more than three million retail customers and two interstate natural gas pipeline companies with approximately 16,600 miles of pipeline and a design capacity of approximately 7.7 billion cubic feet of natural gas per day. Its United Kingdom electricity distribution subsidiaries serve about 3.9 million electricity end-users. In addition, MidAmerican�� interests include a diversified portfolio of domestic independent power projects, a hydroelectric facility in the Philippines and residential real estate brokerage firm in the United States.

PacifiCorp is a regulated electric utility compa! ny headqu! artered in Oregon, serving regulated retail electric customers in portions of Utah, Oregon, Wyoming, Washington, Idaho and California. The combined service territory�� diverse regional economy ranges from rural, agricultural and mining areas to urban, manufacturing and government service centers. As a vertically integrated electric utility, PacifiCorp owns approximately 10,600 net megawatts of generation capacity. MidAmerican Energy Company (MEC) is a regulated electric and natural gas utility company headquartered in Iowa, serving regulated retail electric and natural gas customers primarily in Iowa and also in portions of Illinois, South Dakota and Nebraska. The United Kingdom utilities consist of Northern Powergrid (Northeast) Limited (Northern Powergrid (Northeast)) and Northern Powergrid (Yorkshire) plc (Northern Powergrid (Yorkshire)), which own a substantial United Kingdom electricity distribution network that delivers electricity to end-users in northeast England in an area covering approximately 10,000 square miles. The distribution companies primarily charge supply companies regulated tariffs for the use of electrical infrastructure. MidAmerican also owns HomeServices of America, Inc. (HomeServices), a full-service residential real estate brokerage firm in the United States. HomeServices also offers integrated real estate services, including mortgage originations through a joint venture, title and closing services, property and casualty insurance, home warranties, relocation services and other home-related services. It operates under 22 residential real estate brand names with over 14,000 sales associates and in nearly 300 brokerage offices in 20 states.

Products, under the Fruit of the Loomand JERZEES labels are primarily sold in the mass merchandise and wholesale markets. Acme distributes products primarily to homebuilders and masonry and general contractors.

Benjamin Moore & Co. (Benjamin Moore) is a formulator, manufacturer and retailer of a range of architectural coatings, available principally in the United States and Canada. Products include water-thinnable and solvent-thinnable general purpose coatings (paints, stains and clear finishes) for use by the general public, contractors and industrial and commercial users. Products are marketed under various registered brand names, including Regal, Superspec, Moorcraft, Moorgard, Aura, Nattura, ben, Coronado Paint, Insl-xand Lenmar.

Housing Starts Rise in July but Fall Short of Forecasts

The Commerce Department said Friday that housing starts increased 5.9 percent to a seasonally adjusted annual rate of 896,000 units. June's starts were revised up to show a 846,000-unit pace instead of the previously reported 836,000 units. Economists polled by Reuters had expected groundbreaking to rise to a 900,000-unit rate last month. Permits to build homes rose 2.7 percent in July to a 943,000-unit pace. Economists had expected permits to rise to a 945,000-unit pace. "It's not a surprise given the recent rise in mortgage rates. I think we are looking at a situation that some air is coming out of the housing recovery given the higher mortgage rates," said Michael Hanson, senior economist with Bank of America Merrill Lynch in New York.

"At this point, affordability hasn't changed that much on a historical basis. Housing affordability remains high, but fundamentals are less favorable for new buyers than they were a couple of months ago," Hanson said. Mortgage rates have spiked in anticipation of the Federal Reserve tapering the $85 billion in bond purchases it is making monthly to keep interest rates low and stimulate the economy. Economists expect the U.S. central bank to make an announcement on tapering at its policy meeting next month. U.S. stocks were poised to open slightly higher after the data. The dollar pared gains against the yen and fell to a session low against the euro. The residential construction figures last month could also be a reflection of supply constraints. Builders have been complaining about a shortage of labor and materials. Still, residential construction remains on a firmer footing and should again contribute to economic growth this year. A report on Thursday showed confidence among single-family homebuilders neared an eight-year high in August, with builders fairly upbeat about sales prospects over the next six months. Though residential construction only accounts for about 3.1 percent of gross domestic product, housing has a wider reach in the economy. Analysts estimate that for every single-family home built, at least three jobs lasting for a year are created. Economists expect average monthly housing starts for the whole of 2013 to top 1 million. Last month, groundbreaking for single-family homes, the largest segment of the housing market, fell 2.2 percent to a 591,000-unit pace, the lowest level since November last year. Starts for multifamily homes jumped 26 percent to a 305,000-unit rate, reversing the prior month's decline. Permits for multifamily homes rose 12.6 percent to a 330,000-unit rate. Permits for single-family homes fell 1.9 percent to a 613,000-unit pace. A separate report from the Labor Department showed nonfarm productivity increased at an annual rate of 0.9 percent in the second quarter.

What Is Driving Stocks Higher? - Ahead of Wall Street

What did we see in Wednesday's Fed minutes and in the Bernanke speech afterwards that seem to have calmed the markets down? The dollar and treasury yields have eased a bit as a result and stocks are heading back towards new all-time highs.

There was nothing that was substantively new, but both the minutes as well as Bernanke went to great lengths to dial back expectations for the course of monetary policy - as a way to stem the rising tide of long-term interest rates. And as we have been seeing repeatedly over the last couple of weeks, the stock market seems to be liking what it is hearing from the Fed. The bond market still remains skeptical, though it appears to have a paused a bit as well.

The Fed minutes tried to emphasize that the decisions to start 'tapering' and hike Fed Funds rates were distinct and unrelated. In putting this gem of an insight into the minutes, the Fed was trying to make the point that 'tapering' didn't mean tightening. From the Fed's perspective, if they buy $65 billion bonds a month post 'tapering' instead of the current $85 billion, they are still easing.

The bond market and most of the other 'normal' people think otherwise. From the bond-market's perspective, 'tapering' amounted to the first shot in a gradual monetary policy normalization in which the Fed would first end the QE program and then start eying the Fed Funds rate. As a result, the bond market started rates higher, pushing it almost 100 basis points higher in less than two months.

The Fed appears to have been unnerved by the bond market's reaction and is trying its best to control it. Bernanke even went to the extent in his speech yesterday that the Fed could hold off on touching the Fed Funds rate for a very long time even after the unemployment rate fell to 6.5%, which was the Fed's prior target. We will see how all of this unfolds in the coming days and weeks. But at least for now, the stock market doesn't seem to b! e overly concerned by the jump in treasury yields and has no problem reclaiming its May peak despite substantially higher interest rates.

The stock market's response could be justified on grounds of improved economic growth and corporate earnings outlook. While consensus GDP growth estimates for 2013 Q2 are barely close +1%, the same for the second half of the year and next year show a lot more momentum.

The same picture emerges from consensus earnings estimates for the second half of the year. While total earnings growth is expected to be barely in the positive territory in Q2, they are expected jump by more than +5% in Q3 and more than +11% in Q4. For full year 2014, total earnings are expected to be up an additional +11.5%. We haven't heard much positive guidance for the coming quarters from the companies that have already reported Q2 results like Oracle (ORCL), FedEx (FDX), Accenture (ACN) and others. Financial firms typically don't provide forward guidance, but it will be interesting to see how J.P. Morgan (JPM) and Wells Fargo (WFC) dealt with the sudden spike in interest rates in Q2. Both these banking leaders report before the open tomorrow.

But if recent history is any guide, then we should brace ourselves for another round of predominantly negative guidance this earnings season as well, causing estimates for Q3 and Q4 to start coming down. This trend has played out repeatedly over the last few quarters, with investors essentially shrugging negative estimate revisions each time. Market bulls believe that we will get a repeat performance this time around as well, with the stock market not losing even beat as estimates for the second half of the year and next year come down. May be the bulls are right and nothing will happen.

But forgive me for being a bit skeptical of these soothing voices. My sense is that the stock market is disregarding the jump in treasury yields because it is looking for strong earnings growth in the coming quarters. But earnings growth ! can't m! iraculously appear in the back half of the year or next year. With margins already at historical highs and revenue growth hard to come by in a growth-constrained world, double-digit earnings growth may firmly be in the rearview mirror. Investors bidding up stocks in hopes of strong earnings growth in the coming quarters are heading towards a disappointment.

New FDIC Rules to Cut Mortgage Risk, Shoddy Underwriting

Hong/AP WASHINGTON -- U.S. federal regulators Wednesday will unveil a reworked proposal aimed at reducing risk in the mortgage market and limiting the type of shoddy underwriting practices that fueled the housing bubble. The Federal Deposit Insurance Corp. will vote on whether to release for public comment rules requiring lenders and bond issuers to keep a stake in loans that they bundle and sell as securities, with the exception of mortgages that are labeled low-risk. Five other agencies, including the Federal Reserve and the Department of Housing and Urban Development, were required by the 2010 Dodd-Frank law to work on the rules and are expected to put forth similar proposals shortly.

The plan, which is being re-proposed after an initial version drew wide criticism, is expected to loosen the definition of "qualified residential mortgages" that are exempted from the regulations. Regulators originally said banks and bond issuers would have to keep "skin in the game," or hold part of securitized loans on their books, unless the mortgage included a 20 percent down payment. That proposal in 2011 caused alarm across the housing industry and among consumer groups. They feared the rules, as originally set out, could restrict access to credit for some low-income borrowers. In the new proposal for public comment, the agencies are expected to eliminate the downpayment requirement for qualified residential mortgages. Instead, mortgages that meet a minimum standard already approved by another regulatory agency will be considered exempt from the risk retention rules. "It's very important that they're making this resubmission," said Barry Zigas, director of housing policy for the Consumer Federation of America. "I think it's a reflection of the fact that there was a very, very broad range of unified comment on the difficulties the proposed rule might create." A Future Mortgage Finance Framework The new proposal comes amid a slew of changes inspired by the 2007-2009 financial crisis. Regulators have cracked down on mortgage underwriting, the way banks deal with borrowers with outstanding loans, and other aspects of lending. Lawmakers also intend to overhaul U.S. housing finance in response to the market collapse that forced the 2008 takeover of Fannie Mae and Freddie Mac, a process that could take years. The risk retention rules are aimed at preventing banks from writing risky loans with impunity. In the years leading up to the crisis, banks used shoddy underwriting standards under the assumption that they could sell loans off to securitizers and avoid harm if the borrowers defaulted. Dodd-Frank called for lenders and bond issuers to hold 5 percent of those loans on their books, giving them more incentive to make better loans. The law called for some mortgages to be exempt but didn't require a downpayment. When regulators decided "qualified residential mortgages" would need a 20 percent downpayment, critics said that could hamper credit and hurt the economy. "The reaction was fairly extraordinary and unanimous from consumer advocates, industry experts and housing stakeholders -- all aligned around the fact that the rule as proposed could have had an adverse impact on the housing recovery," said David Stevens, chief executive of the Mortgage Bankers Association. Regulators instead plan to scrap the downpayment and match the "qualified residential mortgage" exemption to the Consumer Financial Protection Bureau's standards for good mortgage underwriting. The consumer bureau's standard, which is part of rules requiring banks to make sure borrowers can repay loans, includes mortgages that have low fees and that go to consumers who do not have big debt loads already. The six agencies also plan to ask for public comment on a number of additional questions, including whether or not a downpayment requirement should be added for exempt loans.

4 Homebuilders on Sale - Investment Ideas

It has been a roller coaster ride for homebuilders the last several years. A spectacular boom in the housing market was followed by a tragic collapse. Not only did prices plummet, but the number of new homes being built plunged to levels around half of what they were in the 1960's - back when the United States had more than 100,000,000 fewer people living in it.

After some very dark days, homebuilders finally started to see some signs of life in 2012. You can see a solid rebound in the number of new housing starts recently:

In May 2013, new housing starts ran at an annualized rate of around 900,000. But many experts believe that in order to simply keep up with population growth, around 1,500,000 new housing units are needed annually. This means that the rebound in new home construction could very well be in its early stages.

But someone forgot to tell that to Mr. Market.

Rates Rise, Housing Stocks Fall

Homebuilding stocks had been among the best performing group of stocks since early 2012. But when the Federal Reserve mentioned publicly that it could start tapering the amount of mortgage backed securities and Treasury notes it has been buying later this year, long-term interest rates rose in a hurry - and homebuilders took a big hit.

This rise in the 10-year T-note yield has led to higher mortgage rates - and a big drop in mortgage applications. In the latest survey from the Mortgage Bankers Association, the Market Composite Index, which is a measure of mortgage loan application volume, fell 23% year-over-year. Ouch.

But this could just be a temporary reaction to rising rates. If interest rates at least level off here for a while - which I believe they will considering that the Fed may hold off on tapering QE - then my guess is that mortgage lo! an application volume will pick back up as buyers come off the sidelines. It's worth noting that the yield on the 10-year T-note has already pulled back 17 basis points from its recent high amid talks of postponing "tapering".

Strong Earnings Momentum

From an earnings momentum perspective, homebuilders are among the best. The 'Building - Residential / Commercial' industry currently ranks 8th out of the 265 industries that Zacks ranks. That puts it in the top 3%. The overall increase in demand for new homes has meant that many homebuilders have been able to reduce incentives and even raise prices while leveraging their fixed expenses. This has led to significant earnings growth in the industry and significantly higher earnings estimates from analysts.

Nonetheless, many homebuilders are still trading well below their "pre-taper" highs, despite the recent pullback in interest rates. If you believe that the long-term trend in new housing starts remains in tact, then this could be a wonderful long-term buying opportunity.

4 Homebuilders on Sale

So which homebuilders look the most attractive following their recent selloff? Here are 4:

MDC Holdings (MDC)

MDC Holdings is a homebuilder that has been building under the name "Richmond American Homes" for 40 years. It primarily operates in the Western and Mountain regions of the United States with some exposure in the Eastern United States. Over the last 4 quarters, MDC has delivered an average earnings beat of 74%. It is currently a Zacks Rank #1 (Strong Buy) stock.

Despite the strong earnings momentum, shares of MDC are down more nearly 20% since Bernanke first hinted at tapering on May 22. This has driven valuations to very attractive levels. Shares of MDC are trading at just 13x 12-month forward earnings, a discount to the industry median of 16x. While shares may remain volatile over the coming months, the recent pullback could prove to be a great opportunity for long-term investors.

D.R. Horton (DHI)

D.R. Ho! rton is the largest homebuilder in the United States with operations in 78 markets in 27 states. The company has delivered 6 consecutive positive earnings surprises, prompting analysts to revise their estimates significantly higher for D.R. Horton over the last several months. It is a Zacks Rank #1 (Strong Buy) stock.

Shares of DHI are also down about 20% since May 22, which has led to attractive valuations. The stock currently trades around 14x forward earnings, which is less than the industry median of 16x. Given the favorable long-term industry trends here, this could be a good time to get in.

Ryland Group (RYL)

Ryland Group is a homebuilder headquartered in southern California with a market cap of $1.9 billion. Consensus earnings estimates have risen significantly higher over the last several months as it has delivered 3 consecutive positive earnings surprises. It is currently a Zacks Rank #2 (Buy) stock.

Despite strong earnings momentum and growth prospects, shares of RYL are down almost 20% since May 22. But the stock is now trading at just 12x forward earnings. Investors willing to live with some volatility in hopes of strong capital gains should consider RYL.

PulteGroup (PHM)

PulteGroup is headquartered in Bloomfield Hills, Michigan and operates in 60 markets across the United States. This homebuilder has been crushing earnings estimates too with an average earnings beat of 59% over the last 4 quarters. Consensus estimates have risen sharply over that stretch, sending the stock to a Zacks Rank #1 (Strong Buy).

Shares of PHM currently trade at 14x forward earnings as the stock has fallen more than -17% since May 22. But given the strong fundamentals here, this seems like an overreaction.

The Bottom Line

Rising rates may have put a damper on the housing market. But this is likely to be just a temporary slowdown, especially when you consider that the Fed has been discussing holding off on tapering for a while. For the long-term investor, the re! cent sell! off in homebuilders could present a great buying opportunity.

Bear of the Day: Coach (COH) - Bear of the Day

Remember when Coach (COH) was the fashion growth stock you had to own a few years ago as their international growth accelerated and China's upper middle class citizenry was buying their designer handbags like they were going out of style?

That growth story paid off handsomely if you invested in it. From the March 2009 lows near $11.50, Coach shares returned nearly 7 times in the three years to March 2012. But the story started to go south a year ago and it hasn't gotten much better lately.

Ahead of Coach's FY fourth-quarter report last week, analysts were already taking earnings estimates down and this forced COH shares to earn a Zacks #4 Rank (Sell) on July 16.

Drop that Bag

Then following Coach's report on July 30 which took the stock down over 8% from $58 to $53, more analyst downward revisions to the earnings outlook handed the company a Zacks #5 Rank (Strong Sell) on August 1.

North American Sales, which account for 63% of Coach's total sales, were the major factor behind this setback. Same-store sales declined by 1.7% in the latest quarter.

The drop in sales of women's handbags in the North American region is at the root of the company's problems. And this was not an isolated event as a fall in comparable-store sales occurred for the second time in three quarters.

The Zacks proprietary Price & Consensus chart below tells the tale of a steadily deteriorating profit outlook for the past year, that picked up downward momentum into July.

Fashion Warfare

It seems the company has lost some ground to young shoppers who are well informed about current fashion trends. The company's executives accepted this criticism on the conference call. In fact, Coach expects only a low-double-digit percentage increase in sales of handbags and accessories in North America.

With aggressive, youth-oriented designers to compete with like Vera Bradley (VR! A) and Michael Kors (KORS), the handbag wars are taking their toll on the more staid Coach designs.

And the situation has been compounded by the departure of several key managers. President for North America Mike Tucci, a ten-year veteran, and chief operating officer Jerry Stritzke (5 years) said they will be quitting the company next month.

Such departures are a matter of deep concern as the company tries to reposition itself as a lifestyle brand and attempts to expand into clothing, jewelry and shoes.

This Year, the Purse Goes to KORS

While the appeal of the Coach brand and the company's staying power in fashion are not in question, the current sales outlook certainly is. The company may have some re-invention to do to regain the hearts and minds of the fashionistas and that will take time.

In the meantime, just watch the Zacks Rank to tell you when Wall Street retail analysts who intensely follow all these companies and trends have decided the comeback is for real. Their upward revisions to earnings estimates will show up and make the stock a buy again.

Top 5 Growth Stocks To Buy Right Now

Caterpillar (NYSE: CAT), shares of which have pulled back lately after noted short-seller Jim Chanos said he was short the stock, is scheduled to report its second-quarter 2013 results Wednesday, July 24, before the markets open.

Caterpillar has grown increasingly dependent on China, with almost a third of its revenue and about half of its profit coming from there. Investors will be watching for signs that the economic slowdown and feared housing bubble in the People's Republic have impacted Caterpillar.

Earnings of $1.70 per share are also in the consensus forecast. That would be down from a reported profit of $2.45 per share in the comparable period of last year.

Note that the consensus earnings per share (EPS) estimate has slipped in the past 60 days from $1.75. And Caterpillar fell short of consensus EPS estimates in the previous two quarters by more than six percent, following a five-quarter streak of earnings beats.

The first-quarter report highlighted the company's cost management and inventory reduction efforts. Caterpillar also lowered its full-year revenue guidance and resumed its stock repurchase plan. The share price rose less than three percent in the days following the first-quarter report.

Looking ahead to the current quarter, the forecast currently calls for earnings down more than 24 percent year-over-year to $1.92 per share. That EPS estimate has fallen from $1.96 some 60 days ago. And revenue for the quarter is expected to be almost seven percent lower to $15.32 billion. Full-year revenue so far is expected to be down by almost 11 percent.

The Company

Caterpillar is a manufacturer of construction and mining equipment, diesel and natural gas engines, industrial gas turbines and diesel-electric locomotives worldwi! de. It also offers retail and wholesale financing for its products, as well as insurance brokerage services.

The company was founded in 1925, and its headquarters are in Peoria, Illinois. Caterpillar is a component of the S&P 500 and the Dow Jones Industrial Average, and it now has a market capitalization of more than $56 billion. Doug Oberhelman has been chief executive officer of the company since July 2010 and chairman of the board since November 2010.

Competitors include CNH Global (NYSE: DE). The forecast for the former, which also is scheduled to report at the end of the month, calls for modest growth of EPS and revenues relative to a year ago. The latter also is expected to post marginal revenue growth for the most recent quarter when it reports in August.

During the three months that ended in June, Caterpillar was a featured "cheap" stock in Barron's, it reported weak April sales in Asia, reached a tentative labor agreement with a union, hiked its dividend by 15 percent and announced layoffs in Wisconsin.

Caterpillar has a long-term earnings per share growth forecast of 14 percent and a price-to-earnings (P/E) ratio of less than the industry average. Its operating margin is better than the industry average, and it has a return on equity of more than 28 percent. The dividend yield is near 2.8 percent.

The number of Caterpillar shares sold short, as of the June 28 settlement date, represents more than three percent of the float. That was up marginally from the previous period, but down from the year-to-date high at the end of March. Days to cover was more than three.

The consensus recommendation of analysts surveyed by Thomson/First Call who follow the stock has been to buy shares for the past three months. None of them recommend selling. The analysts' mean price target, or where they expect the stock to go, is almost 11 percent higher than the current share price. But note that! target i! s less than the 52-week high.

The share price has fallen more than 12 percent in the past six months. The stock experienced a death cross back in April, and the share price remains lower than the 200-day moving average. Over the past six months, Caterpillar has underperformed the competitors mentioned above and the broader markets.
